In food processor bowl or blender, purée all ingredients except sun-dried tomatoes. Transfer to small bowl; stir in sun-dried tomatoes. Refrigerate.
To Grill: Spray grill rack with non-stick cooking spray. Using direct heat cooking method, preheat grill to MEDIUM. Grill steak, covered, to desired doneness (14-16 min.), turning once. Slice steak; arrange slices on plates slightly overlapping. Top with Arugula Aioli.
